André is a Canadian lawyer and public servant professional currently completing his Master of Laws (LL.M.) at the University of Akureyri.

He has a keen interest in Arctic security and community resiliency with regional focus Canada-Greenland relations.

Prior to his graduate studies, André worked in the Canadian Arctic and served in key roles within the Government of Nunavut, including Director of Intergovernmental Relations and Circumpolar Affairs Advisor. In these capacities, he was an advocate for Nunavut, briefed senior officials and worked on policy matters related to Arctic security, national and international Arctic cooperation, and improving infrastructure and services in the North. He represented Nunavut in both domestic and global forums such as the Arctic Security Working Group, the Arctic Council and the Arctic Circle Assembly, and played an active role in shaping both Canada’s Arctic and Northern Policy Framework and Arctic Foreign Policy.

André’s experience living and working in northern and remote communities has given him a grounded and personal understanding of the challenges and opportunities in the North. While in Nunavut, André was actively engaged in the community by serving on the board of the Niqinik Nuatsivik Nunavut Food Bank and volunteering with the Civil Aviation Search and Rescue Association. He has also contributed to national and international public policy by participating in programs such as the Action Canada Public Policy Fellowship (2023–2024) and the U.S. Department of State’s International Visitor Leadership Program (2024), where he explored issues affecting Arctic and Indigenous communities and cross-border cooperation.

André holds law degrees in both civil law (B.C.L.) and common law (LL.B.) from McGill University.
